After describing an economy that is still in crisis, Mr. Zuckerman, who also is the Publisher of the Daily News, advocated major federal infrastructure investment as one of the keys to a recovery.

Mr. Zuckerman said the federal government’s initial stimulus package was heavily tilted in favor of social services spending over infrastructure projects. “Construction jobs spin off other non-construction jobs,” he said, adding, “A national infrastructure program would double the amount of jobs that are created by social service spending. We have to find those expenditures that are job-multipliers.”
